This is a big one, be original. Don't steal some other units Handbook or Enlistment format, that's stupid and just makes you look bad, really bad. If you're going through the trouble of making a unit, it's a lot of work, but it is worth it. It's not at all hard to write your own handbook, your own enlistment policy, and your own unit rules. It's very simple really, most units’ rules will look the same because the rules mainly use are the standard for the community. But honestly guys, nothing makes you look worse than accepting a member into your unit, say it's called the 45th Infantry Division, and your acceptance post says "Welcome to the 3rd Infantry Division" Ya know? Make avatars, sigs, forum banner, MOTD page for the server. Be original with your people too; don't recruit from other units, which is a one way ticket to being blacklisted. Give it some effort or don't do it.
